Dear Mr. Helliker,  I was just sent the following e-mail from a friend:

I was just looking at a letter I received from Dave Scott of the PA Dept. of Agriculture dascott@state.pa.us.  He stated that the reason the apartment complex did not have to notify us even though we are on the hypersensitivity registry, was that the product used in the power wash of our building was a "cleaner" not a pesticide. (The product, ProClean is bleach based).  He said that according to FIFRA the product was not a pesticide because it did NOT make claims to kill mildew, but only made claims to "remove" mildew. 

     So, its all about word play.

Well Mr. Helliker, I really love it when you "regulators" look at a situation.  One says "yes" and the other says "no".  You can not have it both ways.  Your Department and/or EPA have fined or threatened several people that I know saying they were selling "unregistered" pesticides even though their food-grade and/or GRAS cleaning products specifically made no pesticidal claims.  Once again I ask you what is a "legal alternative"?  Your continuing silence is most eloquent!
