Gentleman,
I read the mail dt. 13/01/02 with interest.
While the possible damage to the crop could be one to two per cent but the loss could be entirely on some farmers where they will suffer near total damage! 
I wonder if 'crop insurance' could be considered in such instance instead of what is being contemplated by the Agri. Dept.
