Authorities are investigating how 1080 poison pellets came to be dropped in a water supply that feeds three homes in Parapara Valley, near 20km northwest of Takaka, at the weekend.
The pellets were found in the water supply on Sunday, the day after an aerial 1080 drop in the valley by a helicopter.
Nelson's Public Health Service and Tasman District Council were involved in the investigation.
Southern Pest Management spokesman Ron Walker said the pellets were dropped in and around the spring after a misunderstanding about the location of the catchment between the landowner and the contractor.
Eleven pellets were found in a 160m sq area in and around the spring.
"We are fairly sure the pellets came out of the helicopter, and were not put there by a protester," Mr Walker said.
The spring's location had been taken out of the operational area, and later mistakenly reinstated after the contractor believed he was told the spring did not service the homes.
"This means we will have to develop some processes whereby landowners sign-off what they agree to."
Results from water tests are due back tomorrow.
Tasman District Council compliance monitoring officer Martin King said the incident had been discussed with the consent holders, Target Pest Management.
The council is waiting for a report and site investigation on the incident.
Health protection officer Matt Molloy said he had met the contractors and was looking into the case.
