This week, possibly as early as today, the Senate will vote on the Chemical Security Act (S. 1602), a bill that requires chemical plants to develop prevention and response plans in response to September 11th. The Environmental Protection Agency, U.S. Army, Brookings Institute and others have warned of the frightening ease with which U.S. chemical plants could be turned into weapons of mass destruction  and threaten millions of people in the United States. Recently, the Washington Post graded various sectors of government and industry on their response to September 11th, and gave the chemical industry a grade of "D."

The bill, which was unanimously adopted this summer by all 20 members of the Senate Environment and Public Works committee, will require companies to consider use of safer materials and processes to reduce the possibility of explosions, such as the accident in Bhopal, India, site of the world's worst chemical disaster in 1984.

Seven Republican members of the Senate Committee are now urging amendments that would weaken the Act. Meanwhile, chemical industry giants like Dow and Dupont have been lobbying strongly against this legislation. Your support is urgently needed to pass S. 1602 without any loopholes and make sure that S.1602 is included in the Homeland Security bill.
