1) EPA Announces Proposed Chemical Selection Approach for Initial Round of Screening for Endocrine Disruption
On December 30, 2002, EPA published a Federal Register notice seeking public comment on the approach the agency plans to use to select the first group of chemicals to undergo Tier 1 screening under the Agency's Endocrine Disruptor Screening Program (EDSP). EDSP was developed in response to a Congressional mandate in the Food Quality Protection Act directing EPA "to determine whether certain substances may have an effect on humans that is similar to an effect produced by a naturally occurring estrogen, or such other effects as [EPA] may designate." Tier 1 testing will comprised a battery of screening assays to identify substances that have the potential to interact with estrogen, androgen, or thyroid hormone systems.
EPA is proposing to select and screen approximately 50 to100 chemicals to help the Agency further refine the EDSP. For this first group to be tested, EPA intends to focus on pesticide active ingredients and high production volume chemicals with some pesticidal inert uses. Following consideration of comments on the draft approach described in this notice, EPA will issue a second Federal Register notice setting forth any changes in its approach for selecting the first group of chemicals and the chemicals it proposes for this initial list. Following comment on the draft list of specific chemicals, EPA will issue the final list. More information on the Federal Register notice and EDSP is available in a Fact Sheet entitled "Endocrine Disruptor Screening Program (EDSP): Proposed Chemical Selection approach for the Initial Round of Screening." This fact sheet can be found at: http://www.epa.gov/scipoly/ and at http://www.epa.gov/pesticides/ under "What's New?"The Federal Register notice is available at: http://www.epa.gov/fedrgstr/EPA-PEST/2002/December/Day-30/p32853.htm

Date of publication: December 26, 2002
Citation: Volume 67, Number 248, Page 78713-78715
Purpose: EPA is amending 40 CFR part 180 subpart D to revoke four exemptions from the requirement of a tolerance for urea because these tolerance exemptions are no longer necessary. The Agency is acting on its own initiative. This direct final rule is being published today with a companion final rule titled ``Urea: Exemption From The Requirement of A Tolerance.''
Chemical(s): Urea
Comments: This final rule is effective on March 26, 2003 without further notice, unless EPA receives adverse comment within 30 days after publication in the Federal Register. If EPA receives adverse comment, EPA will publish a timely withdrawal in the Federal Register informing the public that this rule will not take effect.

Date of publication: December 26, 2002
Citation: Volume 67, Number 248, Page 78715-78718
Purpose: This regulation establishes an exemption from the requirement of a tolerance for residues of urea when used in pesticide formulations. Ecolab, Inc. submitted a petition to EPA under the Federal Food, Drug, and Cosmetic Act, as amended by the Food Quality Protection Act of 1996, requesting an exemption from the requirement of a tolerance. This regulation eliminates the need to establish a maximum permissible level for residues of urea. This final rule is being published in today's Federal Register with a companion Direct Final Rule entitled "Urea: Revocation of Tolerance Exemptions"
Chemical(s): Urea
Comments: This regulation is effective December 26, 2002. Objections and requests for hearings, identified by docket ID number OPP-2002-0277, must be received on or before February 24, 2003.
