Fontana Unified School District declined to consider a non-toxic approach to pest control because of the California Department of Agriculture and the California Department of Pesticide Regulation tol them that:  anything used to control any pest in California must be a "registered" pesticide whether it is Comet®, soap, talcum powder or whatever.     UNANSWERED BY EPA or DPR or Dept. of Agriculture
